Don't worry, I have the correct definition I've come to understand. I nstitutionally C onfused E nforcement Just a bunch of regular yet hateful individuals who have zero to no proper training to parade the streets of your community to harass and murder innocent lives. In fact, I'll give you a better definition. Let's start by calling these
